With a number of new betting jurisdictions opening up throughout the world, the online betting industry is seeing an infusion of new regional operators. In Belgium, it looks like Bingoal is trying to position itself as a leader in the Belgium market. The online casino and sports book have been in operation since 2013. After five years of operation, the website seems to have gathered a nice little niche market.

Players in other Europeans countries will have difficulty getting access to this website because of jurisdictional rules and regulations. Currently, Bingoal operates under B+ and F+ licensing provided by the Belgian Chancellor Commission. The commission takes every precaution to block residents from other countries. The Commission also makes it illegal for Belgian residents to gamble with online websites not licensed by the Commission. That makes clear that sites like Bingoal have clear access to most if not all Belgian online gambling enthusiasts.

Website/Software/Mobile Apps

Sorry to report, but the website is quite lacking. It looks like a minimum of effort was put into building what looks like an amateurish online sports book and casino. The home landing page is distracting with its over reliance on advertising. It’s also never made clear if this is a sports and race book with casino gambling as an afterthought or visa-versa. The website is not very functional, and the information section offers very little in the way of relevant info.

Clearly, the software platform was developed in house. It’s available for Apple and PC computers. At this point, there doesn’t appear to be a mobile app or available access via mobile devices. With no bells and whistles in the offering, Belgian players must be content to rely on the site’s availability of casino games and sport betting markets.

There’s more good news related to wagering options. The lines and betting odds seem on par with other European markets. Sports bettor can wager straight bets, accumulators (parlays), proposition bets on special events and future odds betting.

In the mix, they will find crude versions of roulette, blackjack and baccarat. Players will not get access to live dealer games.

Banking

With strict banking laws in Belgium, it’s no surprise Bingoal offers no more than a dozen banking options. The deposit and withdraw limits are restrictive (see the website for more details after registration has been completed). For deposits, the list of current banking options includes: VIS, Maestro, MasterCard, Neteller, Skrill, paysafecard, and regional options like Belfius and Klarna. Bank wires could be possible with prior approval.

Bingoal has a reputation for slow pay, though there aren’t many complaints about no-pay issues. Withdrawal options are limited to VISA, Skrill, Neteller and bank wire. Players can expect to need to present proof of residence and identification prior to receiving any money through withdrawals.

Customer Service

Customer service is not a strong suit at Bingoal. Players only have one way to contact a representative and that’s through an online request form. There have been several complaints that the site’s CSRs can be a little slow with their responses, though they do seem to be helpful. The website’s FAQ section is useful enough to handle most basic inquiries.

Conclusion

Looking at this website through the eyes of someone who has reviewed or used a number of the world’s better sites might be a little challenging. For players who have few other choices, Bingoal is certainly adequate enough to provide most of the things an online gambler might want to see. With moderate expectations, it would certainly be a site worth consideration. However, this would not be a good gambling destination for a savvy online sports or casino gambler. Functionality is restricted and the so-called casino could use a bit of work.

Netherlands launches regulated online gambling market

Online gambling had previously been prohibited in the Netherlands, but the passage and subsequent enactment of the delayed Remote Gambling Act (KOA) meant the market was finally able to launch.

Initially, the KOA was scheduled to enter into law on 1 July 2020, with the market to open six months later at the start of 2021. However, in November 2019, the act’s start date was pushed back six months, meaning the market would open on 1 July 2021.

However, the launch was pushed back again in September 2020, with the date the act set to come into effect moved to 1 March 2021 after preparations to launch were disrupted by the novel coronavirus (Covid-19) pandemic.

The act was eventually enacted on 1 April this year, allowing the market to open six months later on 1 October.

“Today, an important step has been taken with the opening of the legal market for online games of chance,” said Rene Jansen, chairman of Dutch regulator Kansspelautoriteit (KSA).

“Recent years have shown that simply banning online gambling was no longer possible. Legalisation and regulation make it easier to protect consumers against abuses.”

bet365, UK-based bingo operator Tombola and Malta- and Estonia-licensed Play North Ltd are among the brands cleared to launch, alongside Dutch land-based operator Holland Casino NV and state lottery Nederlandse Loterij with its TOTO Online betting brand

However, Jansen expects more operators join the market in the coming weeks and months, saying a number of applications are still pending.

“Other providers may also be interested, but they are waiting to submit an application because they are not ready yet,” Jansen said. “Strict conditions must be met and strict testing is carried out, but there will certainly be more licence holders.”

Such is the strict nature of the licensing process in the country that a number of operators that have not yet secured a licence to operate in the newly regulated market have taken steps to improve their chances of approval.

Entain, Betsson, LeoVegas and Kindred Group all announced they would cease taking bets from customers in the Netherlands ahead of the market opening, in the hope of receiving a Dutch igaming licence. Many of these operators claim this was a result of a last-minute change in the terms for launch, having previously ceased advertising and offering local payment services.

If operators are caught offering gaming services without a licence, Dutch regulator Kansspelautoriteit (KSA) will take disciplinary action.

The KSA fined Tipico €531,250 last week after it had offered gambling in the Netherlands, despite not specifically targeting customers from the country.

Netherlands regulator grants igaming licenses to bet365, GGPoker, other 8 operators

By having received this permit from the KSA, the operators will be able to offer online gaming from 1 October 2021. Only 10 out of 29 applications submitted were approved, although more permits are expected to be added in the short term. The gaming authority is also set to publish a Gaming Guide, which allows players in the country to check whether a provider has a license to offer iGaming, and with which websites or apps.

Regulated online gambling in the Netherlands is one step closer to becoming a reality, as the Netherlands Gaming Authority Kansspelautoriteit (KSA) announced on Wednesday it has granted a total of 10 online gaming licenses.

The Gaming Authority has already named the 10 companies in an official release. By having been granted these licenses, the operators will be able to offer “games of chance” via the internet from 1 October 2021.

The 10 companies are:

  • Play North Ltd
  • Tombola Limited
  • Hillside (New Media Malta) Plc
  • Bingoal Netherlands BV

The list shows both local and multinational names entering the Netherlands market. Dutch approved operators include Betent, Bingoal, FPO Netherlands BV, Holland Casino, and TOTO Online BV. Foreign companies include Bet365 (Hillside Plc), GGPoker (NSUS Malta Limited), LiveScore, Play North Ltd, Tombola.

Earlier this year, the Gaming Authority said a total of 29 applications had been submitted. The new announcement implies that only about one out of three have been approved by the KSA. The reason behind this is high standards to ensure safe gambling.

“High requirements are imposed on a license, including in the field of addiction prevention and consumer protection, and the KSA tests rigorously,” said René Jansen, chairman of the board of directors of the Dutch regulator.

However, this doesn’t mean any more new licenses will be approved in the future. According to the chairman of the Gaming Authority, the KSA expects more permits to be added in the short term, as more companies are still planning to submit their own applications.

According to Jansen, a complete picture of what the online gambling market in the Netherlands will look like should be expected around July 2022.

The Netherlands Gaming Authority is also set to publish a Gaming Guide “soon”, which will allow players in the country to check whether a provider has a license to offer online gaming in the country, and with which websites or apps.

The KSA urges those interested in gambling online to do so with a provider licensed and supervised by the Gaming Authority, as this creates “a safe environment” that assures the player of a fair game, while mandating the provider to make sure that the player does not exceed their limits.

Back in July, the Netherlands regulator set online gambling exclusion rules. Based on the Remote Gambling Act effective since April, the Kansspelautoriteit outlined policy rules for a central player exclusion register called Cruks (Centraal Register Uitsluiting Kansspelen), where gamblers can be included both voluntarily or involuntarily by third parties to tackle addiction.

From October 1, all gambling operators must connect to Cruks and check whether there is a registration there before a player starts playing. If that is the case, the player should be denied access to the game.

Belgian Eli Iserbyt (Pauwels Sauzen-Bingoal) and Canadian Maghalie Rochette (Specialized – Feedback Sports) claimed their first World Cup victories at Jingle Cross, Iowa City, on Saturday.

21-year-old American Clara Honsinger (Team S&M CX) also had a breakthrough performance to take claim her first World Cup podium, placing third in the women’s race.

In the men’s, Iserbyt and 2018 winner Toon Aerts (Telenet Baloise Lions) went away early, before being caught by a five-rider chase. Aerts continued to apply pressure and started to whittle down the group. It was Aerts’s acceleration up Mt. Krumpit that made the selection, as he shed all riders bar Iserbyt.

The pair continued together, but with three laps remaining, Iserbyt was able to use his climbing ability to move away on Mt. Krumpit, soloing to the win by a margin of 56 seconds. Aerts took second place while Daan Soete (Pauwels Sauzen-Bingoal) came third.

“It has not sunk in yet, but it’s really big,” said Iserbyt of his victory. “Besides the world championships, it is one of the biggest races of the year.”

“Toon set a really high pace at the start of the race and at the top of the climb, I think he was over his limit so I took advantage,” said Iserbyt of his winning move. “I got a little gap and just held my pace.”

Rochette was able to recover from an early crash to win the women’s race. Having set the pace early on, she crashed in the sandy section, going over her bars. She was quick to pace herself back, then catch and distance Inge Van Der Heijden (CCC – Liv), who had been leading the race. With Rochette alone out front, Honsinger and Katerina Nash (Cliff) bridged across shortly after.

Rochette made her attack with two laps to go, accelerating up Mt Krumpit in a move that Nash and Honsnger were unable to counter. The Canadian held off the chase to take the win, with Nash and Honsinger following her to second and third place respectively.

“I have been dreaming about this for a long time – I am a big dreamer and when I started cyclocross I initially set my goals and my mind on wanting to win a World Cup and to be one of the best,” said Rochette. “I just believed it was possible – it means the world.”

“The run up on Mt. Krumpit was a key section of the race for me. I realized on the first lap that I was running it a bit faster and so I took advantage,” continued the winner. “That is where, with two laps to go and Clara and Katerina on my wheel, I decided that I was just going to go full gas. I got a little gap and was able to hold until the end.”
